Vladimir Putin called Elon Musk a “real genius” and said Russia remains in contact with him on satellites as Ukraine reported its Starlink access had been restored.
Russian President Vladimir Putin has hailed Elon Musk as a “real genius” and said Russia remains in contact with him about satellites, a striking statement delivered as Ukraine reported that its Starlink access had returned to needed speeds.
The remarks came during a Moscow exhibition held alongside the Russia-Africa summit. Digital Development Minister Maksut Shadayev displayed Rassvet, Russia’s answer to Starlink, and said the country has launched more than 30 satellites. Starlink has more than 5,000 working satellites, while independent tracker Orbital Radar puts SpaceX’s fleet near 10,000.
Putin described Rassvet as an opening step and acknowledged that Russia is only beginning to assemble its own network. He said contact with American partners, including Musk, matters because satellite operators in orbit must avoid interfering with one another.
The timing matters because the comments landed amid a dispute over Starlink and Starshield in Ukraine. Beginning Oct. 14, restrictions affected Ukraine’s commercial Starlink terminals and military Starshield terminals. Fast-moving equipment was limited to roughly 100 mph, hampering interceptor drones used against Russia’s jet-powered Shahed munitions.
President Volodymyr Zelensky said on Oct. 24 that service had returned to the speeds Ukraine’s military required. Responsibility for the limits remained unsettled. Musk and the Trump administration had not accepted responsibility, while Trump declined to confirm reports that he asked Musk to restore the service.
Musk said on X that Ukraine had violated Starlink’s terms by using a civilian commercial network for offensive drone attacks. He said that loophole had been closed. Musk also distinguished Starshield as a separate system controlled by the U.S. government.
Ukrainian officials said the restrictions continued despite Trump’s statements, and Zelensky said he felt betrayed by both men. He also said civilians died while the services were switched off.
Putin’s satellite comments followed another orbital dispute. U.S. diplomats accused a Russian military satellite of behaving in a “deliberately reckless” manner near a U.S.-registered radar satellite operated by Finland that supplies intelligence to Ukraine. Russia rejected the allegation as “absurd.”
Why It Matters
The immediate issue is not simply that Putin complimented Musk. His remarks connect a public political signal to a technical relationship involving orbital coordination, while the same satellite network has become entangled in battlefield decisions. That makes the dispute important to civilians, Ukrainian forces, and anyone relying on commercial communications systems whose rules can affect events on the ground.
It also exposes the imbalance behind Russia’s Rassvet presentation. Russia is describing a first step, while Starlink’s much larger constellation already plays a role in Ukraine’s communications and drone operations. The competing claims about limits, permissions, and responsibility leave the public trying to separate a service decision from a government-controlled system and from the military consequences that followed.
The unresolved questions are central to what happens next: how much coordination exists, what rules govern satellite use in conflict, and who decides when access changes. Putin’s praise does not answer those questions, and neither does the restoration Ukraine says it received. The comments instead show how commercial technology, military systems, and diplomacy are now colliding in the same story.
The compliment has precedent. Putin described Musk as an “outstanding person” in 2023 and likened him to Sergei Korolev, the Soviet rocket designer, in April 2025. The new element is that Putin openly described Kremlin contact with Musk over traffic in orbit.
That admission came in the same week Zelensky said Ukraine’s satellite service had returned to the speed its military needed, giving Putin’s praise a sharper context than his earlier compliments.
